Rebecca came to the Hospital Council in 2000 from Kaiser Permanente, where she was the Community and Government Relations Representative for the North East Bay Service Area. In this position, she developed and strengthened relationships with federal, state, and local elected officials, their staffs, and community and business leaders. Prior to her position with Kaiser, Rebecca served as Legislative Assistant for U.S. Senator/ Representative Barbara Boxer from 1988-1995, where she developed and evaluated policy positions on health care reform, education, and women’s and children’s issues. Rebecca earned her master’s degree in European Studies from The London School of Economics and Political Science in 1987 and her bachelor’s degree in International Relations from the University of California, Davis in 1986.
