The thread that ties all the member-identified public policy priorities together is population health. With the shift from payment based on volume to payment based on value and risk management of populations, hospitals face challenges to develop the market position, infrastructure, skill mix and organizational culture to succeed.
Hospitals can’t move from focusing on disease treatment to promoting health without having the right people in place, the appropriate organizational culture, the service delivery system that delivers the best health outcomes, a community that supports healthy choices and includes the support and resources to maintain health.
